Information about the partners

The Community Safety Partnership (CSP) was established in 1998 following the Crime and Disorder Act 1998. The Act required that the three statutory partners, Tonbridge & Malling Borough Council, Kent Police and Kent County Council worked in partnership to identify trends and patterns of crime and disorder and their causes, in consultation with the wider community and developed planned actions aimed at reducing crime and disorder. Other agencies were invited to join the partnership and these included the Probation Service and Tonbridge & Malling Housing Association (now known as Russet Homes). In 2004 the Primary Care Trusts and Kent Fire and Rescue Service also became partners.

The CSP is committed to making Tonbridge and Malling a safe place in which to live, work and visit.

CSP quarterly meetings

The full CSP group meet two times a year. This group comprises of senior officers from all agencies listed above and is chaired by the Elected Member for Community Safety.

The Community Safety Partnership follows its Terms of Reference which have been agreed by the members of the Partnership.  

Sub-Groups

The CSP has recently undertaken a review of its Sub-Group. There are now five sub-groups which report directly into the CSP. These are:

  • Strategy Group (formerly known as the Executive Sub-Group)
  • Anti-Social Behaviour Sub-Group
  • Violent Crime and Abuse Sub-Group
  • Perception of Crime Sub-Group 
  • Tasking and Co-ordinating Sub-Group (formerly known as the Crime Reduction Sub-Group)

Strategy Group

Membership of the Strategy Group consists of  senior representatives from the six 'responsible authorities' which are: West Kent Police, Tonbridge & Malling Borough Council, Kent Fire and Rescue Service Kent County Council, Kent Police Authority and West Kent Primary Care Trust. The Borough Council's elected member for Community Safety also sits on this Group as well as a senior representative from Russet Homes. This Sub-Group looks at strategic issues which effect the CSP and are required to prepare and implement the strategic assessment and community safety plan. The Strategy Group will meet four times per year.

Anti-Social Behaviour Sub-Group

Membership of the Anti-social Behaviour Sub-Group includes Russet Homes, West Kent Police, Tonbridge & Malling Borough Council, British Transport Police, KCC Wardens and KCC Social Services. The aim of the Sub-Group is to tackle the root causes of anti-social behaviour and improve the quality of life for residents. The Sub-Group will also consider environmental crime and criminal damage.

Violent Crime and Abuse Sub-Group

Membership of the Violent Crime and Abuse Sub-Group includes West Kent Police, Tonbridge & Malling Borough Council, Women's Support Service, West Kent Primary Care Trust, Kenward Trust and KCC Children, Families and Education. The Sub-Group will aim to tackle violence against the person, domestic abuse, night time economy and substance misuse.

Perception of Crime Sub-Group

Membership of the Perception of Crime Sub-Group includes Tonbridge & Malling Borough Council, West Kent Police, Kent Fire & Rescue Service, KCC Wardens and media officers from all appropriate agencies. The Sub-Group will tackle the perceptions of crime and anti-social behaviour within the borough, as well as improving the communication between all partners.

Tasking and Co-ordinating Sub-Group

Membership of the Tasking and Co-ordinating Sub-Group includes the Police, Tonbridge & Malling Borough Council, Kent Fire and Rescue Service, Trading Standards, Victim Support and Neighbourhood Watch. The Tasking and Co-ordinating Sub-Group aims to reduce the levels of crime in the borough focusing the efforts and resources of partner agencies in those areas and on those types of crime which are of most concern. The Sub-Group meets monthly to review progress and allocate resources as appropriate.

Funding for the CSP

The CSP receives funding from central government which is administered through the Local Area Agreement (the Kent Agreement). The CSP accounts to the Kent Partnership for how the money is spent.

The CSP also receives funding from West Kent Police, Russet Homes, Kent Fire & Rescue Service and Tonbridge & Malling Borough Council. This money is used by the CSP to deliver local initiatives aimed at tackling crime and disorder and its root causes in the borough.
