The Strategy 2008-2011
A review of the Crime and Disorder Act 1998 commenced in 2004. The aim of this review was to maximise the effectiveness of partnerships in tackling crime, anti-social behaviour and substance misuse by strengthening their visibility, responsiveness, accountability, membership and role. The suggested improvements arising from this review were reflected in the Police and Justice Act 2006 and in subsequent regulations, which came into force on 1 August 2007.
The Police and Justice Act 2006 replaced some of the original requirements of the Crime and Disorder Act 1998, although it also contained new legislation. There is no longer a requirement for Community Safety Partnerships to produce three yearly audits and strategies or to report the partnership's work and progress to the Secretary of State. The first part of the new legislation lays out minimum standards for how the five responsible authorities within Community Safety Partnerships should function in formulating and implementing strategies to tackle crime, disorder and substance misuse in their communities. The second set of regulations describes the nature of information to be shared between relevant authorities within each local government area under the new duty to share depersonalised electronic information.
Community Safety Partnerships must now prepare and implement a strategic assessment and partnership plan. Details of these two documents are given below.
Strategic Assessment November 2009
In order to allocate resources in the most effective way, partnerships need to analyse the information available and decide where their priorities lie. The recent legislation required partnerships to undertake a strategic assessment to assist in identifying the major issues within the local area, allocate resources and prioritise their activities. The Tonbridge & Malling Community Safety Partnership strategic assessment included an analysis of the level and patterns of crime, disorder and substance misuse, changes in the levels and patterns of crime and an analysis of why these changes had occurred. The strategic assessment also decided on priorities for the forthcoming year. These priorities were used to inform the Partnership Plan. A review of the strategic assessment will take on a six monthly basis in order to allow us to reassess our priorities in light of any new information or emerging trends.

The Strategy 2008-2011
Each Community Safety Partnership must prepare a 'Partnership Plan'. This plan should enable the partnership to set out priorities identified through the strategic assessment and should include a strategy to address these priorities. The first plan is for the period 2008-2011, although they will be revised on an annual basis.
The Tonbridge & Malling Community Safety Partnership has produced a three year 'Strategy and Action Plan' for 2008 - 2011. A summary of the Strategy and Action Plan is available to download and the final version is available to download from the publications page.
The Tonbridge & Malling Community Safety Partnership have agreed to tackle the following priorities for 2010/11.
- Anti-social behaviour including:
- Targeting persistent offenders
- Diversionary and educational activities
-Imrpoving perceptions
- Tackling substance misuse
- ASB related to driver behaviour
- Environmental crime
- Violent crime including:
- Domestic abuse
- Night time economy violence
- Violence in a public place
The Community Safety Partnership has produced an Action Plan for 2010/11 which will aim to tackle some of these issues. This is available on the Publications Page.
